Matthew Yglesias complains about planning retrictions fairly regularly. He even suggested recently that people familiarize themselves with their local planning regulations - presumably so they are aware of how stupid some of them are.
On my local shopping street no more cafes, restaurants and bars are allowed. One guy owns two bars and the building housing the other bar. The restaurants - even in this very "foody" city - suck because of lack of immediate competition. And Starbuck's, the focus of the no more cafes rule, can afford better lawyers than the city so managed to skirt the regulation and open a cafe.
