Your point about the initial response to offers of help in Afghanistan is valid. Reminds me of Bosnia, when the Europeans were confident they, under the UN umbrella, could handle things themselves. I wonder if it would remind the 8,000 men and boys who were rounded up and bused out of the safe haven of Srebeneca while Karremans exchanged friendly toasts with Mladić. They're all dead, so we can't ask them.

As for NATO, its time has passed and the American umbrella, and troops, should be withdrawn. I agree with you that if someone offers a chocolate bar for free, there is no point in going out and buying one, but "free offers" almost always have strings attached and those paying the bills (whether it be within a family, a company, a charity or a group of nations) usually reserve the right to call the shots.
